Rules:
1. If you click Payment 2:
   - Payment 1 will be selected as long as it is not disabled.
2. If you click Disable 1:
   - it will disable Payment 1, and
   - de-select Payment 1.
3. If you click to Enable 1:
   - it will enable 1, and
   - select item 1 if Payment 2 is selected.
